I beliebe its not OS, nor mouse Issue. Had the same issue. If you are using Windows 7, you need to run the game in compatibility mode for Windows XP SP2. To do this, go to C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto Vice City and right click gta-vc.exe.
